Senate lawmakers are working on a new car seat law for children under two.
The proposed legislation requires all kids under the age of two to be in a rear facing safety seat unless the child is at least 40 pounds or 40 inches tall.
A senate committee approved the bill, after some lawmakers suggested that those busted just receive a warning for their first offense.
